Manufacturing Processes & Emission Control Technologies

The air pollution control field requires a broad array of experience with manufacturing processes and emission control technologies. One of our strengths lies in the diversity of our backgrounds with the blending of industrial, governmental, and consulting, bringing a wealth of hands-on experience with equipment and manufacturing processes.

For example:

  • Many of our clients have operations in severe non-attainment areas.  RACT requires these facilities to meet lower emissions limits than would be the case in other attainment areas.  Most of our printer and coater clients have had regenerative thermal oxidizers (RTOs) since the mid-1990s or even earlier.
  • The eastern seaboard is in the ozone transport region (OTR) and has been non-attainment for ozone since the Clean Air Act Amendments created the OTR in 1990.  As a result large combustion sources have been required to achieve NOx RACT reductions by installing low-NOx burners, using selective catalytic reduction, switching fuels, or developing other strategies to reduce NOX emissions.  ARG has worked with many facilities in evaluating and selecting the right compliance strategy.
  • VOC sources are major contributors to the ozone non-attainment problem and are subject to emission restrictions.  Control technologies common to the OTR include RTOs, activated carbon and HEPA filters, use of exempt solvents and coatings, and a host of alternative control strategies and technologies.  ARG staff have been active with many facilities in the evaluation and selection of technology options.
  • New sources and expansions to existing sources must meet even more stringent limits known as lowest achievable emission rate (LAER) and best available control technology (BACT).  These technologies are more technically challenging and require a comprehensive top-down analysis using rigorous EPA and State specified methodologies.  ARG has performed many such analyses.

On July 8, 2010 the New York State Department of Environmental Conservation placed new restrictions on NOx (oxides of nitrogen) emissions from boilers in accordance with their program of Reasonably Achievable Control Technology (RACT).

NEW! NYS SIP Modifications for NOx RACT Determinations
In developing the 2008 NYS State Implementation Plan, NYSDEC revised their methodology for determining NOx RACT emission limits. This affects both combustion turbines and boilers currently in operation.
