Electric Generating/Power Facilities

ARG has several specialty areas, such as providing extensive services to electric generating/power facilities throughout the United States. These services include negotiating optimal permit conditions, ensuring permit compliance, and developing client-specific long-term environmental strategies.

Examples include:

  • Environmental due diligence review for the acquisition of six (6) coal and oil fired plants by a major international energy firm. This effort included historical review of potential environmental liabilities and review of Title V permit applications for each facility.
  • Due diligence review of five (5) major coal, oil, and gas fired power plants for a different international energy company. This effort included detailed evaluations of past practices for each facility and an assessment of regulatory status for each facility.
  • ARG permitted the installation of a selective catalytic reduction unit (SCR) for NOx control on a major coal-fired power plant. The unit was permitted successfully in record time.
  • ARG has negotiated opacity compliance plans and consent orders for several generating stations.
  • Development of systemwide NOX RACT plans for a major electric utility system, including unbundling an existing plan and replacing it with a new plan using a radically different compliance strategy.
  • ARG recetnly permitted a new power efficiency 1040MW modification to a large cogeneration facility, involving a sophisticated new burner design that will be the first on this type of turbine frame.
  • Preparation of comments for a major energy generating company on a proposed state NOx Budget regulatory package.
  • For a major power generating company ARG prepared expert testimony on repowering issues in a significant breach of contract suit.
  • Local and regional air quality impacts evaluation for a proposed major facility expansion project.
  • Permitted a 54MW power station in three months.
  • Developed a nationwide database of technical literature, permit conditions, and BACT/LAER analysis for startup shutdown conditions for power plants.
  • Developed a nationwide database and statistical analysis for PM2.5 permit limitations for turbines.
  • Assisted in the cost and model plant anaylsis of wind power, coal fired and alternative energy facilities for PJM’s Cost of New Entry Studies.

New NYSDEC Regulation for Combustion Installations
On July 8, 2010 the New York State Department of Environmental Conservation placed new restrictions on NOx (oxides of nitrogen) emissions from boilers in accordance with their program of Reasonably Achievable Control Technology (RACT).

NEW! NYS SIP Modifications for NOx RACT Determinations
In developing the 2008 NYS State Implementation Plan, NYSDEC revised their methodology for determining NOx RACT emission limits. This affects both combustion turbines and boilers currently in operation.
