
Air Quality Permitting
Building a new industrial facility, expanding an existing facility, or modifying operations, facilities may be subject to air quality permitting. Compliance with regulations is critical from the design phase, through construction, and during operation. These regulations exist within a range of permitting programs, including state and local codes, and federal programs such as New Source Review (NSR) and the Title V operating permit program. Each program has technical, recordkeeping, and reporting requirements that must be addressed, including: emissions inventory, evaluation of control technologies, air quality analyses (including dispersion modeling), monitoring, and compliance assurance.New Source Review (NSR)
NSR is a pre-construction permitting program that specifies particular construction issues. emission limits, and establishes certain operational issues.
- Prevention of Significant Deterioration (PSD) – new major sources or their major modifications in an attainment area, subject to the requirements of BACT.
- Non-attainment NSR (NNSR) - new major sources or their major modification in a non-attainment area, subject to LAER.

Title V
Operating permits are designed to improve compliance by clearly identifying what facilities must do to control air pollution as required by the Clean Air Act. These permits are generally issued by State or local agencies but are subject to pollution-control requirements from both state and federal regulations. Familiarity with State and local agencies can prove critical in the application process.
