David Alexander
Mr. Alexander is the founder and Managing Principal of Air Resources Group, LLC and ARG Environmental. With more than 37 years in the environmental field, he has attained and demonstrated expertise with complex multi-media environmental problems and has a proven track record in environmental management, permitting, compliance, assessment and remediation, and technology development. He has served in both the public and private sector in senior management positions. In his early career, Mr. Alexander was one of a handful of environmental professionals with the EPA developing the technical and regulatory structure that now governs most of the oversight and control of industrial facilities. He was deeply involved in the development of the NPDES permit program, industrial pretreatment, effluent guidelines, solid and hazardous multi-media standards for industry. He also served as EPA's Regional Desk with responsibility for dissemination of regulatory, technical, and compliance information on industrial regulations to all 50 States and EPA Regions. He has served in a senior environmental management position with General Motors with responsibility for environmental permitting and compliance for more than 160 GM plants in North America. He served as Corporate Environmental Director for the Sherwin Williams Company, overseeing compliance and permitting for 42 chemical and coating plants and more than 1500 batch formulation facilities. He has also served as Corporate Manager of Regulatory Affairs for a major hazardous waste management company with responsibility for permitting.

As a consultant, he has served as Corporate Vice President with responsibility for national and regional practices for major consulting firms. He has a very broad range of technical expertise and is a recognized specialist in compliance and permitting negotiations. David is also an accomplished trainer and regularly provides training workshops to senior business executives, lawyers, and business professionals. He was active in the Ozone Transport Assessment Group (OTAG) and assisted in the formulation of the OTAG recommendations on the trading of pollution credits. Mr. Alexander is one of the original practitioners in the use of pollution credits in the 1970's and has been responsible for the creation and use of thousands of tons of pollution credits for permitting and compliance.

Thomas M. Allen, P.E
Mr. Allen serves as Technical Director and is a Principal with Air Resources Group, LLC and ARG Engineering. He has more than 40 years of experience in the air pollution control field and is an internationally recognized expert. Mr. Allen was awarded the prestigious S. Smith Griswold Award for lifetime achievement and contribution to the field by the International Air and Waste Management Association. He has served as Director of the Air Resources Division for the New York Department of Environmental Conservation; Chairman of the Ozone Transport Commission; President of STAPPA/ALAPCO; President of the NESCAUM; and is one of the original founding members of the Ozone Transport Assessment Group (OTAG). He served as a training consultant to NESCAUM and the California Air Resources Board National Air Training Demonstration Grant Program. He also served on EPA's PM 2.5 Workgroup. Mr. Allen is one of the country's original air pollution control experts and has served in the field virtually for its entire existence. He has demonstrated expertise in stationary source permitting (including Title V and NSR/PSD), mobile source emissions, new source review and PSD compliance, regional air quality planning and the many technical issues associated with the air pollution field.

Sander I. Bonvell
Mr. Bonvell has represented manufacturing, industry and government in state and federal environmental programs for 30 years, managing a wide variety of technical and regulatory issues. The strengths of his professional association with the business community, trade groups and regulatory agencies have proven useful to clients in ‘knowing what’s going on’ when communicating and negotiating solutions to their issues.

He provides a diverse client base with technical and compliance support for federal air Title V and state construction and operating permitting, and hazardous waste site forensic investigation and remediation under regulatory programs such as CERCLA (Superfund), RCRA, TSCA and various oil/spill programs. Routine services range from forensic environmental chemistry, sampling, expert witness, analytical design, laboratory and data management, and life sciences, to permitting, compliance reporting, emission and discharge inventories, control technology assessment, auditing and monitoring for a wide-range of sectors of industry and commerce.

Mr. Bonvell served as Climate Change Chair for the Environmental Business Association of New York State, and was Founder and 10-year Chair of the Hudson Valley Industrial Environmental Group. He’s been active with various ASTM committees, the National Solid Waste Management Association’s Institute of Chemical Waste Management in Washington, D.C., and served as Chair of the Environmental Committee for the Albany-Colonie Regional Chamber of Commerce.

Jay D. Derman, P.E.
With more than 30 years of engineering experience, Mr. Derman provides ARG with a broad background in chemical and industrial processes. He has managed specialty chemical and pharmaceutical plants and a commercial hazardous waste incineration kiln producing lightweight construction aggregate. He has demonstrated abilities in overseeing new facility construction, acquisition/divestiture projects and product development/commercialization. Jay has also conducted product lifecycle studies for new product introductions. He has a broad background in environmental regulations and environmental impact evaluations.

Robert E. Drzymala, P.E.
Mr. Drzymala has more than 30 years of experience in engineering and environmental compliance. He has experience in the specialty chemical and petrochemical areas with responsibility for large project management and plant engineering. For ARG he provides compliance, permitting, and environmental engineering solutions to private sector clients. He has worked on more than 25 Title V projects including large electric utility power generating stations, coaters, printers and other facilities. His background includes expertise in wastewater management operation and design, spill prevention and control, developing emission inventories, compliance planning and recordkeeping, waste management and plant engineering. Engineering projects include HVAC design, chemical and oil bulk storage facilities, automated tank train systems as well as construction management.

Donald M. Weekes, CIH, CSP

Mr. Weekes brings over 36 years of experience in industry, consulting and academia. He has dedicated his career to helping a wide range of businesses and organizations in assessing and solving environmental and occupational safety and health problems. This resulted in the reduction of business operating costs and the minimization of liability from these areas. Mr. Weekes maintains numerous certifications, memberships and has authored many publications.

Since 2005, Mr. Weekes has been a Partner at InAIR Environmental, Ltd., an environmental and occupational safety and health consultancy based in Ottawa, ON. Mr Weekes is responsible for projects in indoor air quality investigations, microbial inspections and remediation, industrial hygiene and safety audits, development of health and safety plans (HASP’s) for environmental remediation sites, lead paint investigations, hazardous materials site evaluations, and expert witness testimony on a variety of health and safety issues. He provides asbestos, lead paint and microbial inspections, abatement and clearance sampling. He conducts seminars throughout North America on microbial contamination, mold, asbestos, confined space entry, construction safety, and indoor air quality.

Mr. Weekes is a Certified Industrial Hygienist (American Board of Industrial Hygiene) and a Certified Safety Professional (Board of Certified Safety Professionals). He has previously completed certifications and accreditation in asbestos and lead paint investigations and remediation in Connecticut and New York.



Jay A. Snyder
Mr. Snyder is an Air Quality Specialist with ARG and brings over 17 years of experience in air quality dispersion modeling. His primary responsibility at ARG is the management and completion of required air quality dispersion modeling analyses for a wide range of clients across the United States. His recent focus has been on electric generating facilities, but he has also conducted air quality modeling analyses for steam heating facilities, natural gas compressor stations, pharmaceutical facilities, refineries, military bases, pulp and paper mills, chemical facilities, furniture manufacturing facilities, and aircraft engine testing facilities. In addition, he provides air quality modeling analyses of traffic-generated emissions due to residential, commercial, and retail developments. Jay is proficient with most of the U.S. EPA guideline air quality dispersion models (e.g., AERMOD, CALPUFF, and CAL3QHC), as well as, numerous non-guideline models (e.g., Seasonal/Annual Cooling Tower Impacts (SACTI) model, and the Open Burning and Open Detonation model (OBODM)). He has extensive experience managing and performing air quality modeling analyses in support of Prevention of Significant Deterioration (PSD), Non-attainment New Source Review (NSR), the Federal Land Manager’s (FLM’s) Class I Area Air Quality Related Values (AQRVs) Analyses, New York’s State Environmental Quality Review (SEQR) and Article X Regulation, and New York City’s Environmental Quality Review (CEQR).

Katherine A. Keslick
Katherine Keslick serves as an Environmental Scientist for ARG. She has over 12 years of experience in industry and consulting performing permitting, site investigations, remedial investigations, geological assessments and risk assessments. Kathy has worked on numerous Title V air permits including electric utility generating plants, cement plants, tire burn facilities, scrap yards and metals processing facilities and others. She is responsible for performing many of ARG's transaction screen and phase I site assessments for commercial property transactions. Kathy was involved in the development of ARG's massive and unique cement industry database and our tire derived fuel database. She is a geologist and environmental scientist by training and has performed environmental and oil field projects throughout the United States.

Paula Franchi
Paula Franchi has 21 years of experience in the environmental consulting industry. She has worked on numerous multi-media environmental projects as well as sales and marketing for ARG. She provides research support for a wide range of projects, as well as providing office management support for the company.

Deborah L. Alexander
Debbie has served as ARG's Marketing Director for the past decade and has more than 20 years experience in the sales and marketing field. Her environmental background includes working for SCA Chemical Services and Chemical Waste Management at the inception of RCRA and Superfund during the 1980's. At SCA's location in Chicago, Debbie was instrumental in the start up of the very first hazardous waste/PCB incinerator in the United States and was responsible for providing critical trial burn materials for that site. She provided ongoing sales and marketing for that plant as well as several other SCA locations nationwide. When SCA was acquired by CWM, Debbie successfully assumed the role of Regional Sales Manager covering the Midwestern states as well as the East coast selling a wide range of environmental services to include incineration, landfill, waste water treatment and remediation services. Some of her national accounts included Johnson & Johnson (the tainted tylenol case), 3M, Merck, National Electric, Union Carbide, Monsanto, BASF, W.R. Grace, among others. Debbie was named "Salesperson of the Year" and recognized for her efforts in assisting clients with their comprehensive environmental needs.

Ryan C. Hazlett
Mr. Hazlett serves as a Market Research & Sales Associate for ARG. Ryan is a recent graduate of Siena College with an Economics degree. His fresh perspective and energy have resulted in his rapid acclimation to many key client environmental issues. Ryan has been a key contributor to ARG client work by supporting Phase I&II property assessments, assisting on air quality issues including PM2.5, NOx/NO2 emissions ratios, emissions testing, and identifying and analyzing potential business opportunities in various environmental markets. In addition to his research and support roles, Ryan is also engaged in developing and maintaining ARG's website and client database.

On July 8, 2010 the New York State Department of Environmental Conservation placed new restrictions on NOx (oxides of nitrogen) emissions from boilers in accordance with their program of Reasonably Achievable Control Technology (RACT).

NEW! NYS SIP Modifications for NOx RACT Determinations
In developing the 2008 NYS State Implementation Plan, NYSDEC revised their methodology for determining NOx RACT emission limits. This affects both combustion turbines and boilers currently in operation.
